Most local governments require the control and management of stormwater during construction of projects. Erosion and sediment control plans (ESCPs) are developed and issued by LEA to reduce the impact construction activities have on watersheds. Site specific plans are created for each project. LEA personnel visit project sites during development of the ESCP, installation of the ESCP controls, and during significant rainfall events to verify performance and maintenance of the ESCP components.
Many projects are also developed with on-site infiltration of storm water to reduce or eliminate storm water flows into municipal storm sewers. These infiltration systems are designed to re-introduce rainwater into the ground so that a more natural hydrologic cycle can be maintained. The benefits of these measures include maintenance of stream and rive base flows, and the recharge of local and regional groundwater aquifers.
